Likely a search warrant will happen from the police. This would probably be the case, even if they are using Tor to mask their cp downloads. Tor is just an illusion. It can't really hide your porn downloads. It depends on what kind of content you are downloading. There is definitely real cp being uploaded on legal adult porn sites, even to this day, under the tags of "teen" and "teenager" porn, but downloading that will unlikely result in a search warrant ,even though it is underaged porn, because it pretends to be legal, being hosted on an adult porn site. Downloading "preteen" or "8 year old porn" , "elementary school porn", etc from the dark web cp sites will likely result in a search warrant because that sort of content is clearly underaged, and clearly illegal.
