From the surface, wolves are not distinguishable from sheep which is why you have to be extremely careful with them. Wolves think similarly to sheep but the difference when magnified is huge. Sheep think trusted wolves are omniscient while wolves know their limitations. Wolves know that if they commit a wolf act. Due to expectations of privacy, no one will bat an eye at them because everyone else minds their business. You would have to make it obvious to attract an untrained amateur. If they take a glance, you would have to make it obvious to the point they feel like reporting it, and go on to report it to the trusted wolves. This could be heading to a station or substation to file a report, or call the non-emergency line.
The trusted wolves sit and wait in their cars for the person you called on the emergency line to tell them to come to you immediately. If it's low priority based on how the reporter described it, that's what happened to them and the wolf gets let off the hook. Wolves are very intelligent. Even if a sheep thinks like a wolf, they don't truly because they are blinded by anxiety from breaking a social rule.
Wolves think logically. If a wolf says something another wolf gets triggered. A wolf will punch them because wolves know that responding to an insult with words ends with more words and no ending. A punch solves the problem. The wolf does not get in trouble because the other wolf did not report it. A sheep would walk away and hold in their tears, start crying or yell. Sheep are too afraid of starting fights in fear of the wolf retaliating, in fear of them getting in trouble, lack of confidence, and in fear of breaking social rules.
Wolves are great at thinking. If they commit a wolf act, it is almost always for a logical reason. Some sheep try to understand that reason while other sheep discard it in favor of the victim. If a wolf's car is about to be booted. A boot is put on their car. They get frustrated and use a tool to remove it and remove their license plate and drive away. A sheep would consider this reasonable but impossible for them to commit. Their reasons are like sheep. Their reasoning is not.
Most wolves aren't caught and that's why wolves can only be identified by their anomalous traits. If they've done anything even if legal that a sheep can't do, they're a wolf that hasn't been caught. All wolves should be put on the Wolf Registry. Social harmony can only be achieved in a world where no parasites feed on the host. Cooperation only opens the door to wolves entering our world to change it.
Wealth doesn't stop wolves, it insulates them. Wolves have the confidence needed to actually achieve their goal. If a wolf wants to do something and is able to, they will do it regardless of social rules. It is unfortunate that being a wolf is extremely rare. Being a captured wolf is remarkably rare compared to being a wolf that has never been captured. A wolf embryo is worth more than a sheep embryo because wherever it is implanted. It will always have the life it wants. Being a sheep demands more resources than being a wolf.
In places where some wolves are actually caught. Their wolf acts are dismissed as "mistakes" despite not being normalized. How can something be so rare yet considered a "mistake?" Their only mistake was getting caught. The news focuses on wolf acts because it earns the most profits. Statistically, they are still extremely rare.
Trusted wolves are useless. They only work on reports and investigate what they are told to. If a wolf has no one bat an eye, they did nothing. Fear holds sheep back and keeps them trapped in a cage where wolves prey on them. It makes no sense that wolves would want to live with sheep when all they do is make things unfair and take advantage of sheep.
Wolves can act on their reasonable justifications that sheep frequently think of doing. For sheep, it's a thought but doing it is out of the question. It does not register as a possible option. The signal is not sent. While wolves do have more choices than sheep. They are still bound by some social rules, unless they are an extremely rare type of wolf. Both are a spectrum but the differences between sheep and wolves are so wide, they cannot be grouped together. The final execution of action splits them apart.

That is not the only reason normal people don't download cp. They don't download it because they prefer the path of least resistence, which is cooperating with others and following the rules, because getting caught breaking a rule ruins social relationships. Sheep can forsee the consequences but not the certainty of them. In wolves, it would be a lack of desire or a lack of capability.

Cooperating is effortless for sheep like us. Wolves have the option to not cooperate, or to cooperate. It depends on their immediate goals. Words are not the full picture and are usually inaccurate. Actions can tell you more than words.
If most people break a rule. Breaking that rule is social cooperation, and so is following the rule. There are many types of social cooperation. The first one is universal social cooperation, these are rules every sheep follows regardless of culture. This is because these options are not available to most sheep. Next is situational social cooperation. Polygamy is banned in the West. Someone doing it in the West would be a wolf. Someone doing it where it isn't banned would be a sheep. They speed to achieve their personal goal, what they feel during it is that everyone else is speeding too. That means it's okay, therefore a sheep act.
